Iraq 'facing corruption threat'

The reconstruction of post-war Iraq is in danger of becoming "the biggest corruption scandal in history", Transparency International has warned.

The anti-corruption body said urgent steps were needed to ensure that corruption did not become endemic.

Publishing its annual report, TI said there was evidence of "high levels" of corruption in post-war Iraq.

The Iraqi government, coalition forces and foreign donors must be more "aggressive" on corruption, it said.

Foreign contractors should be bound by anti-corruption laws while the management of Iraq's oil revenues needed to be much more transparent and accountable, Transparency International said in its Global Corruption Report 2005.

7. The wording of this article is a bit odd
Corruption 'threat'? That's not what I would call it, especially since the corruption has been rampant since we invaded.

Could become the biggest scandal? You mean it's not the biggest scandal already?

They talk as if this is all going to happen in the future, as if there was something that someone could do to prevent it. The only thing that will stop the corruption in the future is when the thieves run out of resources and that could take awhile.

13. Shoud read: American reconstruction of Iraq is CORRUPT.
But, they'd get too many letters from CONs saying, oh, you cannot say bad things about the nice president Busch. Curiously, all on the same stationary and from and address remeniscent of a CONservative think-tank address.

being a Capitalistic, Democratic society means the flood gates open for vultures trying to separate people from their money. Look at the Untied States. Every scamming, lying, cheating thug with even a little ambition is going to rob all the other's blind. And that's just the government! When the corporate crooks and street level crooks get done with you, there's nothing left. THEN you have to face the IRS!
Yep, "Democracy" comes with a price. There's no free ride for any Iraqis, those that we haven't killed anyway.

The reconstruction of post-war Iraq is in danger of becoming "the biggest corruption scandal in history", Transparency International has warned.

Since the overthrow of Saddam Hussein, bribery has taken place at all levels of government while officials within the Coalition Provisional Authority, contractors and ministry staff have admitted to corruption.

According to Transparency International, the former regime's control of the economy left a legacy of corruption which survived its collapse.

'Secret process'

However, the body is critical of the United States' handling of the reconstruction process, arguing that its process for awarding public contracts was secretive and favoured a small number of large firms.

Once more, Bush's war results in exactly the situation that he claimed it was done to alleviate (Saddam's corruption). Not that Saddam ever had anything to teach the Bushs about corruption.
