Blackwell Lockdown (thread 3)

A story was posted this morning that said Blackwell had ordered the lockdown of Board of Election (BOE) records in Greene County Ohio.

Subject: Blackwell Locks Down Ohio Voting Records Breaking news, more to come. This afternoon, two election volunteers working with the Ohio recount were denied further access to public voting records in Greene County Ohio. At the Greene County Board of Elections in Xenia, two California women working with the recount coalition (CASE and the Green party) were copying public records and requesting access to other voting records, per Ohio statute. The Board was told by Secretary of State Blackwell's office to deny any further access to voting records, a clear violation of statute. Apparently, the quote was: "These records are no longer public. There is a lockdown on all Ohio voting records." Ohio is no longer the Ukraine. Ohio is now Soviet bloc and Blackwell has made his office the Politburo

I just spoke to Katrina Sumner who's cell phone is listed at the end of this story:

Katrina is at the Greene County BOE in Ohio right now. She said they got their early this morning to begin canvasing.

They noticed a light on in the building that was not on last night. They checked the door and the BOE in Greene County and it was unlocked. She suspects that it had been unlocked all night!

This would mean that the Voting Records that Mr. Blackwell "locked down" were available for anyone who decided to walk into the building during the night, according to Katrina.

She has sent the earlier story to her media contacts but this new information has not been reported because they are waiting on law enforcement and lawyers.

Stay tuned... it sounds like we will be hearing more soon.

1. Orders Must Be Coming From Karl Rove
After the Conyers forum on 12/8 and after the announcement of the next on one 12/13, Karl Rove MUST know that Dubya has only ONE chance of remaining in office: destroying the evidence. Naturally, that is not a sure-fire gambit since the affidavits have been signed and the calculations made but it is his only remaining one with ANY chance of success. What a shame!

Kerry's chances now look better with EVERY passing day!

3. Update - Saturday 9 PM ET
First of all, I wrote Katrina's name as "Kristen" in an earlier post. I don't know what I was thinking.

We got cut off before we could finish the call but I hope this info will help. I wrote this up kind of fast so please excuse the mistakes.

One more thing, Katrina can only be contacted by cell phone right now so if you send email to the media then please include her cell phone number (937-608-5861) or they will have a difficult time confirming this story.

Katrina said that "I definitely have some very good news." but couldn't share it on advice of the attorney. If you read this closely you might be able to figure it out.

Here is the basic timeline of events:

Friday - Katrina, Joan and Eve arrive at Geeene County BOE to gather information needed to canvas African-American voters.

Friday, 3:30 PM Friday - Eve and Joan are informed that voter records are "locked down" and they have to stop viewing the records.

Friday, 10:30 PM - Katrina stops by the BOE to see if there is anything strange going on. All lights were off.

Saturday, 8:30 AM - Katrina, Joan and Eve are first to arrive at BOE. They notice that one lights in the building is on.
They check the door and it is unlocked. They enter the building and call out but no one is there so they leave the building.
A few minutes later, they enter the building again and "did something to make sure that other people could tell that no one was there."
(Katrina says that this may give us some hint as to the good news that she can't yet share.)

The local TV station WDTN Channel 2 (PBS or Link TV) and Xenia Gazette are contacted.

WDTN and Xenia gazette arrive at BOE and contact Law enforcement.

Saturday, 11:00 PM - Local law enforcement arrives and checks out the building. Law enforcement can't detect tampering with the door or inside the building.
Law enforcement contacts a locksmith who makes a new key for the door. The locksmith also claims that the door was not forced or picked. At least, we think it was a locksmith because the sign on the truck said "Heating and Air".

Saturday, 12:00 PM - Carol Garmin with BOE arrives. She is interviewed by WDTN and Xenia Gazette. She claims that the door was accidentally left unlocked. She can't explain how the light came on between Friday at 10:30 PM and Saturday at 8:30 AM.

Saturday afternoon - A call has gone out asking for people to help watch the BOE in Greene County 24 hours a day. They are using digital cameras with video capture in case anything else suspicious happens. If you can help in this effort, please contact Katrina at 937-608-5861. You can also contact Peter Jones at 937-320-9680. If you need a place to stay then Peter may be able to help. They need help watching this building. Please try to help if you can.

Here's a little more background:
Katrina says that they were canvasing the minority vote in Greene County because they new the day after the election that something was wrong. For example, Precinct 440 is an African American Precinct with two Universities each having about 1500 African-American students. The town in this precinct is also predominately African-American. According to their records there should be about 3200 registered African-American voters in this precinct. Yet the BOE only has 678 registered African-American voters. Also, in this precinct, Kerry only received a total of 58 votes. Based on these numbers they knew that the vote needed to be canvased.

That's all I was able to put together before we were cut off.

146. DON'T use digital cameras
The images can be altered and have less credibility than emulsion film. With slides or negatives, you have a hard copy that is difficult/impossible to alter and offers better resolution.

Blackwell didn't "fix" this as seamlessly as he was paid off to do, so he's panicking.

He thinks he's gonna go the way of Witch Harris and get into congress, but the more he scrambles and fucks up the less chance there is of that.

The repukes will disavow him.

He messed up - because there are too many people watching.

The sad thing is that it's possible whatever tampering there might be has already happened during the night.

10. This isn't an isolated incident of not allowing the public to view the
election records. I've watched a 90 minute videotape of the 11-13 Public Hearings in Ohio and at least three people in it have claimed they were denied access to the voting records per order of Blackwell.

I've been wondering if this was a set-up to lend "plausible deniability."

If I were Blackwell (gag), I would tell the person at BOE to take the books home and leave the door unlocked. No evidence of fraud. No records to examine: they were stolen.

Or, leave the books there and leave the door unlocked. Any irregularities found could be blamed on the "mysterious intruder" who entered after hours and "planted false evidence of fraud."

Very disturbing indeed.

Katrina called me back to finish the call.

Yes, they still need people to help watch the building tonight. If you live near Greene County then please call Katrina at 937-608-5861.

Just one last important snippet for tonight:
This relates to the "very good news" that Katrina can't yet tell us...

The BOE Director for Greene County, Carol Garmin(or Darman), was interviewed on video by LinkTV today. The voter records at the Greene County BOE are kept in the basement. The Director stated in the video interview that the door to the basement was locked and that no one could have tampered with the voting records even if the outside door had been left unlocked.

Katrina says that there is evidence that will show "that's 'show' not just claim" that the statement by the Director could not be true. Keep in mind that the media got there before the BOE Director did.

The BOE does not have a security system or any video surveillance equipment.

The BOE Director also said that someone with the BOE computer staff was going to make sure that no electronic tampering had been done. At this time, Katrina has not seen anyone show up to look at the computer equipment but maybe they were doing that by remote.

A county truck also came into the parking lot and left while I was talking to her at about 8:30 CT. Why would a county truck be at the BOE this late? Who knows.

The attorney that Katrina has been talking to "several times today" is none other than Cliff Arnebeck.

That's all for tonight unless something new happens. Katrina says she will call if there is any news.

that makes me feel a little better about this situation, but I can't get over this quesy feeling that this is some sort of a set-up.

I think the door was left unlocked purposely, that they (BOE) suspected the volunteers would be returning Saturday morning, that they wanted them to enter the unlocked building.

So, when the data doesn't fit, they can claim either:

1) unknowns entered and tampered with it or
2) the people who found the bldg unlocked did it

Worst case, BOE people get their hands slapped for "accidentally" failing to lock a door (is that a crime?)

It's even *worse* if there's evidence that the data in the basement was not secured! Same scenario applied. At least if it were truly locked and secure, no claims of tampering could be made.

72. Generally sprinkler systems work off of heat...
Not the alarm. Each head has a vial that blocks the water flow from the head. When it gets to a certain temp, there are different vials for different temps, the liquid expands enough to shatter the vial and starts the water.

There is such a thing as a deluge sprinkler system, but in general they are only installed in industrial areas like Foundries.

If Katrina got there at 8:30, they probably called the press by 9:30 or 10:00. She says that the press actually called the police and the police got there around 11:00.

I just didn't have a chance to get a detailed timeline from her.

It probably didn't take the police longer than an hour to get there.

Elections board prepares for recount

GREENE COUNTY — The regular meeting of the Greene County Board of Elections will be held Wednesday at 9 a.m.

At that time, the board will be conducting a requested recount of the Nov. 2 presidential candidates.

The recount will encompass slightly more than three percent of all ballots in Greene County, said Executive Director Carole Garman.

Three teams will recount three precincts from Beavercreek, Fairborn and Yellow Springs totaling 2,446 ballots, she said.

"When all three are proven to be correct, then every ballot will be sent through the reader for the final count," Garman said.

Garman has presided over more than 10 recounts, she said.

"The one good thing that will come out of this is that the vote totals of the final official count recently taken are true and clear," Garman said.

Friday at the Greene County Board of Elections, workers were finishing the absentee voters' list and checking envelopes to verify return dates, said Administrative Assistant Betsey Crawford.

"We do this to make sure absentee ballot records are correct," she said.

That's the first real media I have seen regarding Greene County. I'm still wondering why the "lockdown" story hasn't made the press.

Maybe they are waiting for Blackwell to make a comment on Monday? Maybe this is another "hold the story for a few days" request like they did with CBS and the Iraq prison scandal.

This is breaking news, regarding the Ohio (USA) presidential election recount.
As you may already know, US Congressman Conyers (D) Minority Chair of the House Judiciary Commitee held a forum this past week regarding election irregularities, which was televised on C-Span. The 3 hour forum can be viewed on http://www.cspan.org
There will be another forum in Ohio organized by the Democratic House Judiciary Committee on Monday at 10:30am.

As of mid day today 12/11/04 the following problem has occured:

Here is the basic timeline of events:
Friday - Katrina, Joan and Eve arrive at Geeene County BOE to gather information needed to canvas African-American voters.
Friday, 3:30 PM Friday - Eve and Joan are informed that voter records are "locked down" and they have to stop viewing the records.
Friday, 10:30 PM - Katrina stops by the BOE to see if there is anything strange going on. All lights were off.
Saturday, 8:30 AM - Katrina, Joan and Eve are first to arrive at BOE. They notice that one lights in the building is on.
They check the door and it is unlocked. They enter the building and call out but no one is there so they leave the building.
A few minutes later, they enter the building again and "did something to make sure that other people could tell that no one was there."
(Katrina says that this may give us some hint as to the good news that she can't yet share.)
The local TV station WDTN Channel 2 (PBS or Link TV) and Xenia Gazette are contacted.
WDTN and Xenia gazette arrive at BOE and contact Law enforcement.
Saturday, 11:00 PM - Local law enforcement arrives and checks out the building. Law enforcement can't detect tampering with the door or inside the building.
Law enforcement contacts a locksmith who makes a new key for the door. The locksmith also claims that the door was not forced or picked. At least, we think it was a locksmith because the sign on the truck said "Heating and Air".
Saturday, 12:00 PM - Carol Garmin with BOE arrives. She is interviewed by WDTN and Xenia Gazette. She claims that the door was accidentally left unlocked. She can't explain how the light came on between Friday at 10:30 PM and Saturday at 8:30 AM.
Saturday afternoon - A call has gone out asking for people to help watch the BOE in Greene County 24 hours a day. They are using digital cameras with video capture in case anything else suspicious happens. If you can help in this effort, please contact Katrina at 937-608-5861. You can also contact Peter Jones at 937-320-9680. If you need a place to stay then Peter may be able to help. They need help watching this building. Please try to help if you can.
Here's a little more background:
Katrina says that they were canvasing the minority vote in Greene County because they new the day after the election that something was wrong. For example, Precinct 440 is an African American Precinct with two Universities each having about 1500 African-American students. The town in this precinct is also predominately African-American. According to their records there should be about 3200 registered African-American voters in this precinct. Yet the BOE only has 678 registered African-American voters. Also, in this precinct, Kerry only received a total of 58 votes. Based on these numbers they knew that the vote needed to be canvased.

Blackwell might have decided that breaking the law (locking down the records) was a risk worth taking to keep incriminating evidence out of Arnebeck's hands before he files on Monday.

98. Xenia is home to Triad GSI who programmed the Tabulators
for 41 Ohio counties including Greene. Is that a Fourth coincidence?
It looks like Triad may also offer database services for many county BOEs to keep their voter registration data for them.

Does any one have any technical information or instruction sheets on the Triad Tabulators? There is quite a bit out there on the Diebold Gems tabulators, but they are not used in most of Ohio. Any information on Triad or their tabulators would be useful as we do the recounts here in Ohio.

But Susan Truitt said on the Conyers committee that triad could be used to tabulate optical scanned, touch screen and punch card ballots. Kind of puts a lot of power in the tabulator manipulators.

100. It concerns me that "they" are picking the 3% of votes to compare
with the machine counts. Anyone know for sure how they selected those areas?

And couldn't they select areas in which they didn't mess with the vote? If so, wouldn't a recount just give the same totals as before?

105. Here's my thought.
Seems to me that the precinct(s) would have to be truly randomly selected--using a random number tables or something, with the observers present--otherwise you could challenge the count as violating the provisions in the Ohio constitution. Hopefully the Cobb/Badnarik group has thought all of that through and is prepared to challenge any selection process that isn't truly random.

...even if they deliberately chose precincts they felt were "safe" for a recount, it's very unlikely that a hand count would yield exactly the same totals. There are almost always votes that can be discerned in a handcount that didn't get counted by the machines.

But the official recount is unlikely to catch most of the ways that fraud would occur since they only do hand recount of 3% of precincts and don't do audits of the computer counting software at precincts or county, and that doesn't include comparison of precinct logbooks to official counts. Most of the fraud is being found by other individuals looking at the logbooks to see if lots of signatures in same handwriting; or in number of signatures match the official total; or the official percentages make sense for the voters who signed in; or irregularities in absentees, or quirky results indicating glitches or possible fraud; this has to be done by someone outside of the actual official recount.

office. According to Joan Quinn and Eve Roberson, two election
observers researching voting records, revisited the office the next
morning to find the building unlocked and unoccupied.

an unlocked Board of Elections office Saturday morning, apparently
overnight. Several observers arrived Saturday morning, noticing cars
in the parking lot, and looked for officials in the office, but
found nobody in the unlocked building. Law enforcement and media
contacts had been alerted and were at the site before County
officials arrived. Deputy Director of Elections Lynn McCoy arrived
later and stated that all election records were still "locked down"
and remained unavailable to the public. However, metal boxes with
sealed locks had been stacked in the unlocked basement immediately
accessible to the unlocked entrance. The Deputy Director would not
confirm that these boxes contained original ballots.

Carol Garman is the BOE Director for Greene County. Greene County BOE stores the ballots in the basement. So, maybe the votes have been "corrected".

I'm pretty certain that there were not any ballot "corrections" on Saturday Night/Sunday morning as I spoke for several hours with the person that was watching over the Greene County BOE building all night. The Sheriff also stopped by several times last night to check on the building.

I actually have audio recordings of the Sheriff stopping several times to check on our faithful BOE watchers. I just switched on the recording in case something strange happened... but it didn't. Besides having very tired volunteers, nothing really happened last night in Greene County.

It's sad that we have to watch building to know that nothing happened. The Sheriff was not even aware that Ohio was doing a recount. In fact, the Sheriff said he voted for B*. No surprise there.

After a few hours of sleep, I think that the "unlocked door" looks damning for Blackwell and his minions but I think that it may not be the *real* story here.

The real story might just be the reason that they went Greene County in the first place. Consider the following paragraph from an earlier post:

Here's a little more background:
Katrina says that they were canvasing the minority vote in Greene
County because they new the day after the election that something
was wrong. For example, Precinct 440 is an African American Precinct
with two Universities each having about 1500 African-American
students. The town in this precinct is also predominately African-
American. According to their records there should be about 3200
registered African-American voters in this precinct. Yet the BOE
only has 678 registered African-American voters. Also, in this
precinct, Kerry only received a total of 58 votes. Based on these
numbers they knew that the vote needed to be canvased.


Kerry only had 58 votes?!?!

The fact is that by Nov. 3rd they were pretty sure that fraud occurred in the county. Katrina said that if they had a chance to make photo copies of the voter records before the lock-down then "we would be in a lot better shape".

The "unlocked door" story really happened but I think that the story is the fraud that occurred in Greene County on Nov. 2nd.

138. Yes. I noticed those numbers, too. Do they exist on the net somewhere?
Or is this information only something based on their records.

I looked for the Greene County precinct level canvass sheet on the
net, but so far only have found the county wide results.

I'm hoping that in the few hour Katrina et al. had with the
records that they copied the names of a lot of
African-Americans, who they can now go and ask personally
how they voted.

If something like 620 witnesses could be added to Cliff
Arnebeck's lawsuit, I think it might help meet the threshhold
for the case to go forward.

148. I bet you could find 60 black people in the County to verify their vote.
It's a small number. Run an ad in the newspaper. YOu'll probably get hundreds. Changing the ballots would be tougher if this happened.

159. I just thought of another possibility re: the unlocked door.
The BOE person complies with Blackwell's directive to "lock it down," and removes the books. Those in the office know the GLIBS will show up the next morning. Knowing in their heart that there is massive fraud, they decide to leave the info in the office, and conveniently forget to lock the door...not to be devious, but to be helpful.

They have to follow the directive from above, but they can also conveniently look the other way. "What? What door? Who was supposed to lock the door? Uh, it was an accident. Yeah! That's it! An accident!"

But you're right, that is a plausible scenario IF the BOE people are sympathetic to the recount cause.

What a horrible irony, though, huh? The recount people are just too honest to take advantage of such an opportunity, even when handed to them on a silver platter!

Of course, I can think of other parties who wouldn't be so conscientious... not naming names or anything ::cough:: Rove ::cough::

Had it been me, I would have also called the police on the unlocked building and not have taken the golden opportunity to photograph the "evidence" that I had in my hands the day before.

Some people are just *too* honest. (thank god)

Why is my Republican party in Ohio stalling and fighting the recount? What's the harm in counting all the votes? What is the POSSIBLE harm in counting the votes - they already made the Greens and them pay for it!

We have a chance, right now, to show that the election is legitimate and end all of the furor and screaming from the left. What's the harm in counting all of the votes if Bush won legitimately?

156. Volunteer Witnesses Needed ASAP! Cuyahoga County
The Cuyahoga County, Ohio recount will begin next Thursday, Dec. 16. An effort will be made to complete the recount in a single day but if necessary it will be continued on Friday, Dec. 17. Hours will be 8 am - 8 pm with a 1-hour lunch break.

All persons wishing to act as witnesses MUST have their names on a list to be faxed to the Board of Elections on Wednesday, Dec. 15, and MUST be present at a Board of Elections training to take place at 8 am sharp Thursday morning Dec. 16. Persons wishing to witness for the Green/Libertarian Party candidates - that's us - should also attend our training session on Sunday: 2:30 p.m., Dec. 12, at First United Methodist Church, E. 30th and Euclid in Cleveland. If anyone cannot attend on Sunday it will cause a problem, and he or she should make special arrangements with us in advance. Democratic Party witness training is taking place Sunday as well, coordinated by Dora Rose.

We are expecting to divide Thursday and Friday into three shifts. All must be present for the 8 am Thursday training, with no exceptions. Then the first shift probably will run until noon, the second from 1-5 pm, and the third from 5-8 pm. Shifts will be prepared for Friday in case they are needed.

Further details will be made available at or before Sunday's meeting. Those wishing to commit to shifts at this time should email [email protected].

Final scheduling will take place on Sunday and Monday and confirmations will be made then.
