The 31 counties cover most of the population centers, and many of the other counties count paper ballots by hand on election night (see my post below). Besides, that, Kevin Kennedy told one of our DUers that in the recount by optical scanner, the ballots would be inspected before putting them through the machine and observers might keep track of who won each ballot --see .

Edit to add: every county will be recounted, so this is not a situation like Florida in 2000.
