10. Less votes for down ballott races is the norm
in every election as I pointed out to wingnuts today. In both Dane and Waukesha the other R v D races were a given so 'x' amount of people don't bother for one reason or another. I would assume 'x' can be a varying amount depending on the other races and issues.
