The all time low of around 13% was in 2008, when the economy tanked, thanks in great part. to repeal of Glass Steagall during the Clinton administration. (Still repealed, too.)

That all time low was matched in August 2012.

But, as elections near, Congress seems to be looking marginally better to folks, though I'll be dipped if I know why.
