— If she really wants an investigation she'll be able to push the power structure (the city council or the mayor or simply all the donors that allow any of them to continue to hold those positions) to have an investigation.

The real worry, of course, for Lee... would be doing something to embarrass/alienate too much of her own base in the district so that the little slivers of Republicans in Alameda, the hills, and whatnot, might actually be able to show up in larger numbers than said base.

Unfortunately, the fear card is so strong in Oakland that the cops are often near untouchable ("they're the thin blue line blah blah blah")

All told though, I'd be surprised if she didn't manage to push an investigation... how long it might take, on the other hand, I'd not want to hazard a guess on. ;)
