What I don't understand about Herman Cain

I'm having a hard time understanding how he can act as ignorant on so many things as he does.

Is it an act, or is he really that dumb.

Looking at his biography, he seems to have a legitimate record of education and accomplishment. And then, it seems he blooms into a full whackadoodle.

Is it an act, or is he really what he seems to be. Because I wouldn't put this Herman Cain in charge of a lemonade stand, let alone a restaurant chain.
