HCR is designed to restrict those rate hikes. Your insurance company is trying to squeeze you for every penny BEFORE the law passed and BEFORE it fully takes effect.

Oh, and a DEMOCRATIC governor announced a moratorium on rate hikes in Iowa. I'm sure a Republican governor would have put a brake on the increasing premiums too, right?
