42. Weak comeback.
And according to wikipedia Ray Mabus was only Governor until 1992 and was defeated by a Republican, Kirk Fordice, who was Governor until 2000. Ronnie Musgrove did not become Governor until after the '90s were over.

So for most of the 90s, MS had a Republican Governor.

Also according to Wikipedia about Ray Mabus:

"During his time as governor, he passed B.E.S.T. (Better Education for Success Tomorrow), one of the most comprehensive education reform programs in America; gave teachers the largest pay raise in the nation."
