Human psychology is such that people feel that they actually want to act on their desires if they perceive that those desires have been made illegal unjustly or without reason. If they perceive that such a law is an unjust infringement on personal freedom.
I personally am not into it, but I think it's absurd (and wasteful) that our government has such a vendetta against those who use it or grow it. And those who 'do it anyway' are following their hearts instead of the law. Socrates "brought it upon himself" and so did Galileo and so do young couples in love in Afghanistan or Saudi Arabia. Those who follow their hearts in history have sometimes been psychopaths and sometimes been extraordinary people. Pot-growers are somewhere in between -- not necessarily psychopaths, not necessarily extraordinary people.
It is wrong to flout the law without good reason. It is much more wrong, in my opinion, for the law to punitively take away a person's land for trivial infractions.
