cars that are waiting to merge into traffic and cut in at the front of the line. Once traffic slows that has to merge into one lane, by-passing a slew of cars and cutting in should earn you about a $10,000 fine. It is a huge waste of gas and causes significantly bigger traffic jams when everyone in line has to keep stopping and going and slamming on their brakes for these morons.
