People are going to have to keep up pressure to get even this through, and certainly to widen it towards what we both seem to agree is the proper arrangement.

Working on a state by state basis may well be a fruitful approach to a solution. The politics of the matter as a national question lend far too much power to regions mostly inhabited by wind, containing remarkably few people. Areas where a decent arrangement is popular take in the overwhelming preponderance of the country's population.
