And guess who managed it? Right after he was fired as CIA Director, in early 1977, Houston banker Joe Allbritton appointed George H.W. Bush to direct his First International Bancshares (dba, First Interbank) and its London and Luxembourg affiliates, according to Kevin Phillips. After Poppy was appointed Reagan's VP, Allbritton bought Riggs Bank in DC, which became a financial hub of the 9/11 conspiracy.

Not many people know that Poppy was a spook-banker extraordinaire, and that he and Saudi intelligence chief Prince Turki al-Faisal used BCCI as the funding vehicle to carry out the Safari Club deal, by which the Saudis and Pakistani ISI took over many of the dirtier, high-risk operations the CIA was forced to abandon after the Watergate and Church Committee hearings.
