My comment wasn't meant just for Ohio. Though some states will allow the use of Preferred Vendors off Federal Bid Lists in RFP requests cuz the vendor has all ready jumped through the hoops ...can't say anything about Ohio though.

On April 7, 2000, Blackwell certified the woman-owned (Connell's wife,) small business that Mike Connell spunoff of New Media Communications in order to provide government contracting service a 'non-partisan' face...
