96. Well the sake of his family is pretty much bs
I think everyone here acknowledges that. Here's my impression as to the reasons.

First there may be something behind the scandals currently under investigation that could be pretty damaging to virtually everyone in the upper levels of the administration. There could well be something that happens in the next month that could be very embarrassing/illegal that we may hear about.

Second, and most importantly, Karl Rove is a political operative. His bane is campaigning and getting people elected. The Republicans need the Presidency. They've already lost Congress and despite the seemingly low approval ratings, the Dems will maintain their hold on both houses of Congress. I think Rove and the entire Republican leadership realizes that and to have any semblence of power, they need to keep a Republican in the Presidency.

Finally, there won't be any major legislative directives coming out of the White House between now and 2008. Bush is (well he's always been) a lame duck President. I think everyone in the White House has now realized that.
