But what 'proof of identity' is necessary to get the 'free' ID? Certified Birth Certificate? Costs $15.00 to get one of those (has to be ordered by the person who's certificate is being requested at the County Courthouse).

What else is necessary to get the 'free' ID card?

How does the person get to the site to procure their 'free' ID card?
