I'm sure Rove already of knew Allen's little 'problem'. How easy it would be for Rove to get this guy, or anyone with a 'past' to tow the line, to do the dirty little deeds, or face being ratted out.

In this case, perhaps Target and the Montgomery County PD prematurely put an end to this Rove/Allen collaboration.

Or maybe, it was the other way around. What if Allen wanted out and Rove set him up as being a 'refund frauder'.
