celebrating.

However, I saw film on the Deutsche Welle website (I've lost the URL, since that was before a hard drive crash) that showed the same scene and then pulled back to show that it was only a few people and that the majority of the people on the street were walking by and ignoring them.

It was the same trick they pulled with the coverage of pulling down Saddam Hussein's statue right after the fall of Baghdad. The statue was destroyed by Americans, and the film footage made it look as if the event was being cheered by throngs of Iraqis. However, BBC and CBC also pulled back the cameras and showed that the square where the statue was being toppled was maybe 1/4 fulled, with no more than 100 people cheering.
