radio question: Why is noon to 3PM considered a good time-slot?

Rush Limbaugh, Al Franken, and recently Ed Schultz, are on from noon to 3PM Eastern time.

Why wouldn't they rather be on during the morning rush hour? Or during the evening rush hour?
