22. No, that part is understood - but it would really force a more serious look at
exitting BECAUSE of the reality of civil war. Warner will still be ranking memebr and it will matter to have his involvement on making this happen in any honest form.

I am trying to recall what exactly was said by Warner at the time, but I think he referred to some bylaw where America's military is not allowed to be involved in the civil wars of other nations.

Cspan has the debate archived, and I am going to have to dig it up at some point and shake the cobwebs a little.
