You put it perfectly. Sure he's an asshole and responsible for misery and death now and far into the future, but he sure as hell didn't come up with any of these ideas on his own.

He's a a vain and arrogant fool without a conscience and he has been manipulated into carrying out the evil work of others too vile to ever gain power on their own. Legally though, Junior should be held 100% responsible for what he has done
