with fish, shipping, or environment. There could still be problems, that would hurt the momentum elsewhere, but the risk should be lower given the studies.

In retrospect, Kerry's position of insisting it had to pass all the standard processes was principled - and not political. Those saying it was political ignored that at all times it was criticized by both sides. His comments always sounded like conditional approval.
