you have the right to modify your apartment, but the landlord doesn't have to pay for it.

Many nonprofits, such as Centers for Independent Living (this post originates from a CIL in CA), offer assistance with home modifications for accessibility. Here's a list of the CILs in AZ:

they are in Phoenix, Tucson, Sierra Vista (in between), Prescott Valley (northern AZ), Yuma (southwest AZ) and the Navajo Nation (yes, it has its own!)
