None of these solutions, however, meet the Fair Vote Count standard enumerated by international authority (OSCE, below, to which the US is a signatory. See page 9).

Anyone who's paying any attention to the board knows that I'm not very enthusiastic about the Save Levers movement. However, as far as I can tell, there is no such thing as "the Fair Vote Count standard enumerated by international authority." I followed Ananda's link for what she calls "Seventeen Criteria for a Fair Vote Count." It begins:

9.1 Issues for the Vote Count

STOs should observe how the following procedures are implemented. Questions concerning
these issues are likely to appear on the forms STOs are required to complete.

The "issues" follow -- edgy stuff like, "Are ballots counted in an orderly and secure manner?" Does this constitute an international standard requiring paper ballots? Heck, no. Maybe such a standard would be a good idea, and maybe one even exists somewhere, but this isn't it.
