If so, that looks about right.
There were 1166 Kerry precincts in Cuyahoga County, and 196 were characterized by more than 3% with no vote for President -- which is 16.8% of the total.
There were 265 Bush precincts, and only 5 of those were characterized by more than 3% with no vote for President -- which is only 1.9% of the total.
I didn't need to do an audit to come up with that. That comes from a publicaly available data set.
