If you are in an area where reform just isn't going to happen, start asking yourself this -- how can I catch them in the act? How can I collect evidence against the fraudsters, perhaps even entice them into a trap? (Of course, keep yourself out of harm's way, legally.)

It is much easier to do so from within the system, so get into the system -- even a low-level poll worker gets to see things that may be useful. There are also a number of things to be done from the outside in this respect, like putting up ballot questions that can serve as another statistic to compare the partisan vote with.
