that the Univ. of Mich. data can NEVER be used to calculate WPE - even when the actual precincts have been identified.

WPE must surely involve WEIGHTED data which compensates for refusals and misses. Otherwise, the fact that men and the elderly have lower completion rates would, by itself, cause a statistical bias in Kerry's favor.

As I pointed out in post #6, the data on the Univ. of Mich. file does not include any pre-final weighting.
