I was answering this... "Why would you think that suspicious and how does it affect the vote results?" Did you really want an answer, or did I misread it?
But since you want to run through the chances of this (which I'm not qualified to do), my first thought would be to find out how many other precincts in Bay county (lets take the first example) also had a 19.6 Dem registration percentage. Sound fair?
