The 3% sample for the recount was NOT random, the precincts were pre-chosen. (BOE Director said she wanted a precinct from the Northern, the Central, and the Southern part of the county, and she had them picked the week before.)
The hand count and the machine count MATCHED on the recount (it differed from the Certified Election Day Count by 1 vote.) So no, there was no manual recount of all precincts because it wasn't required according to the law.

The actual undervotes for the county decreased by 5 ballots, based on the recount computer tabulation.
