9. Not Enough! We need 'blackbox' and 'open source code'
AND paper receipts.
Personally, we could make this really easy and just do paper. Each precinct, with Dem+Rep+3rd would count each ballot. This should be done now, until we can all agree on the anything electronic.
Absolutely no tabulators sending info to laptops using modems. No Network machines. No modems at all.
