1)4101 is the number of integers, assuming the range given.
You can argue about the size of the range if you wish, but my numbers were based on reasonable precinct vote and registration ranges.

We are calculating the percentage of votes/registrations, not the difference between votes or the difference between registrations.


2) Here are two examples of why .01 is the correct number to compare to the difference between two adjacent precincts:


476 225 460 48.9 2.9 0
477 218 555 39.3 9.6 0
478 233 498 46.8 7.5 0
479 225 481 46.8 0.0 1 Match deviation <.01 ok

Changing the difference test to .1 produced this invalid match:
1573 214 598 35.8 29.7 0
