you admitted that it does not affect the vote results, which was half the question, but you still did not say why you found it suspicious. In the analysis I gave I explained why I don't find it suspicious, and that it is mathematically quite likely to happen.

You're welcome to go and find out how many other precincts also had a 19.6 D registration percentage, but I would assume that because of geographic closeness, the percentages would be more similar in adjoining precincts than in others.

Also note: the percentages shown appear to be percentages of registered D (or R) voters who voted for Kerry (or Bush, respectively) in these elections, not the percentage of registered D voters out of total voting public.
