Here is a sample letter (and there are others via the Kos link):

Honorable Senator -

I am an American (or a Californian or both) who is concerned about the integrity of our voting process and the state of our democracy. In light of the evidence of electronic voting vulnerabilities, I urge you to do everything in your power to fully investigate.

The recent study of electronic voting released by California State University Berkeley concluded that "... the entire Diebold product line is illegal under state law." In an astounding display of disregard for democracy and voters, all major e-voting vendors snubbed the committee by not bothering to show up to the California Senate Elections Committee hearing leaving legitimate questions unanswered.

Given that Secretary of State Bruce McPhearson chose to ignore California state law in regards to the certification process, it is up to Rules Committee to take action.

We Californians and all Americans deserve fair and transparent voting systems. We must have 100% confidence that our voting systems are honest and secure from glitches, hacking, and corruption.

Thus, I urge you and your committee members to issue subpoenas to representatives and officials from Diebold, ES&S, Sequoia and Hart Intercivic, as well as Wyle and Ciber Testing Labs, who failed to appear before your committee to address the serious flaws within their voting systems. These officials must testify as to why their systems are flawed, vulnerable, and illegal.
