And it doesn't work unless everyone participates and contributes. And that has to be enforced somehow--since good intentions don't always lead to proper behavior.

Of course these penalties are worse case scenarios. If everyone who broke the law got the maximum jails and prisons would be full and the collection of massive fines would really take a chunk off the national debt.
