This has happened before when committee share oversight on an issue.
HELP has a bill, but it lacks the tax portion. This is what Finance is working on. They have to meet and reconcile the bill, which can then still be amended on the floor and in any conference committee with the House.
I guess we would need to watch who gets to be conferees in the final bill to see what direction the Senate wind is really blowing and if Finance/HELP get equal representation on the conference committee.
