During the Clinton years, before the Bush tax cuts, investment capital was surging. Investment was not held back by the tax rates then.

Other factors may be drying up credit and available capital. But the possibility of taxes returning to 90's levels is a comparatively minor factor in that.

Until Bush and the RepubliCONS made the offer to cut these taxes, there was not a major clamoring to lower them from most quarters. Investors and the wealthy were quite fat and happy back then.
