Make sure that the article that is linked to, is already in the Google cache, and if possible, find an article that has the Candidate's name in the title and is already in the top, say, 40 results for a search on the Candidate's name.

My recent research on linking, tells me that Google has put the brakes on projects like mass linking, giving slower, steady changes in ranking over a longer period of time...With time of the essence, move a page from page 2 or 3, to page 1...don't pick pages that are #268 in Google's results.
