I was thinking about this too. Maybe it is a bluff to save face. Like, "yeah, it's okay to tell now." That might come as a surprise to the leaker, but what difference does it make.

Or, maybe there are two sources.

Or, maybe Bush ordered the leaker to take the fall.

Anyway, it is not very honorable to protect the leaker. That person committed a crime. Reporters do not need to protect criminals.
