From the lyrics it would appear that he's referring to himself, but at that moment, the video is focusing on a picture of W with Poppy Bush. That combined with the later lyrics suggesting that Junior could go fight in the desert himself in order to impress daddy...

It seems to me that Eminem has offered his own impression of Bush's motivations. After watching the recent Frontline special, it seems as plausible as any other analysis I've heard.

And I've got to say it shows a level of subtlety I didn't expect from Mr. Mathers. Shows what I know.
