I thought that the line was Memorial Drive, which separates the park across the street from the arch grounds where the old courthouse is, and the archgrounds. The national park is Jefferson National Expansion Memorial and it's cut in two by that road.

If I can figure out how to post a picture, here it is, from the National Park Service Website.

On second thought - by looking at the trees on the side, I think I am wrong and you are right.
