I don't think it was.

Another reason besides what I mentioned above is that the twin towers were clear obvious symbolic targets, while hardly anyone knew of WTC7 outside of manhattan before 9/11. It's not clear why it would be targeted for a plane hit by terrorists.

I think they brought down building 7 the way it was because they knew they could get away with it.
