Why were Bush and Cheney allowed to 'testify' together behind closed doors?

during the 9/11 commission hearings? so they could be sure to keep their stories straight?

that is, behind closed doors, off the record, no recordings, no transcripts, no cameras, no nothing.
you call that a testimony. What kind of a sham farce of an investigation was this??
