It's rather like the strategic energy at play in a sports game.
Frame it so citizens are on the defense and it weakens the offensive.

Fortunately, re-framing/re-claiming the debate is a fairly simple thing to do.

1. Winning means winning the uncommitted center
2. Moderate or marginalize your opponent
3. Choose your battles wisely, so as to argue on your turf and not his
4. When forced to argue on his turf, re frame the debate in terms
favorable to you
