Good ol' Bernie Kerik.

As for then-Police Commissioner Bernard Kerik, who spent much of 9/11 at Giuliani's side, Kelly says he's still unsure who was actually marshalling the NYPD's response that day.

"I don't know who was directing," said Kelly. "I literally don't."

I've been looking for info on Kerik and his actions on 9-11 but there isn't much out there. I've heard that he was in charge of communications and a lot of people blame him for the poor communications and coordination that day.

I've also wondered if he may have been the one who ordered the evacuation of WTC7 earlier in the day when the fires were small and could have been brought under control?
