4. From a humane perspective, yes, call animal control.
If you are not a "pet person" then yes, get on the horn now with animal control. If they do not have 24 hour services, then can you at least consider putting that kitten in your garage or bathroom overnight with a pan of water and some canned tuna? I dunno if you can manage a litter pan or not, but even a gift box with some sand or garden soil in it will do in an emergency.

The big concern with leaving a kitten out overnight is either predators or exposure. Either one could kill it.

If you absolutely cannot bring yourself to allow that kitten in your house you can maybe put a box with a towel in it out for the kitten to get in to stay warm.

Thank for noticing the kitten. A lot of non-pet people would not.
