If they were hurting other people - as in taking credit for the work of others, endangering the public, stealing expensive supplies, or putting the workplace at risk of legal action - then yes. Without a moment's hesitation. Forget the "no snitching" ethos. They need to be stopped before they can do real damage.

If they're merely embellishing their accomplishments, say like padding a resume, or indulging in picayune rule violations, like using the copying machine for personal correspondence, then no. None of us is perfect, and the kind of person who sneaks around looking for ways to get others in trouble has his or her own ethical problems. I've worked with people like that, and I prefer the ones that steal paper clips and occasionally come back a few minutes late from lunch. The boss's pet tattle-tale will never earn my respect.
