12. It depends if you will really be swimming
For active swimming, such as swimming laps or active open water swimming, that is pretty close to ideal water temperature. If you are are just going to be realxing and splashing around, you might be a little cold. I still think that you can get acclimated by slowly wading into the water. Wearing less skimpy suits might also be a good idea. Men should wear shorts like trunks while women whould wear one piece suits to keep a little bit of warmth. I don't know how low of a temperature is unsafe, but I have swam in water colder than that and been alright. Whether or not there is a life guard and/or other people swimming might be a good clue.
