does it take to change a light bulb?

None, they'll just deny the light bulb has burnt out (and if it did it wasn't their fault)

or

6 to praise Bush's tough stance on the War Against Burnt Out Light Bulbs.
2 to try and make the French pay for the new light bulb.
4 to call the French names when they refuse.
1 to write a memo claiming it is OK steal a new light bulb.
3 to cover up the existence of the memo.
18 to smear anyone who a) says that the light bulb has burnt out b) claim that maybe the French have a point, c) mention the existence of the memo or d) point out the Bush is responsible for burning the bulb out by repeatedly flicking the light on and off.
250 to draw the up the invasion plans for Iran and/or Syria and/or the Sudetenland and/or France to uncover their giant stockpiles of light bulbs.
16 to draw up a sweetheart contract where by Halliburton is contracted to change the light bulb at a cost of $900,000,000 to the Tax Payer.
