Ploughing through the report took a while, but I hope the digestion can be useful for dissemination.
Land Shark, I would not say that the authors of the GAO report, David Powner & Randolph Hite, don't deal with secret proprietary source code/s, they don't dwell on it. My summary could be more explicit on that important point.
"Reviewers also found that values used to encrypt election data (called encryption keys) were defined in the source code." (26)
"<...> computer security experts warn that the documentation requirements for source code are not sufficient for code that is obscure or confusing" (33)
