It is illegal to drive in the car pool lane if you are the only one in your car. It is not a police state activity if you get pulled over for driving solo in the car pool lane.
There is probably a good reason why the park is restricted and enforced, there was probably a kidnapping or murder in the park and the community lobbied to get the park closed off to single adults.
